Meta has postponed the start of its updated Commercial Terms and Self-Serve Ad Terms to November 20, moving the deadline back from October 30. The company confirmed the extension on October 23 after objections from publishers and advertisers. The announcement changes the timetable; it does not announce the withdrawal of the disputed terms.

A Meta spokesperson told Reuters that the extra time would let the company explain the changes to partners and other stakeholders. Meta disputes claims that the update grants unlimited rights over publishers' material and says website owners can continue signalling crawler preferences through robots.txt.
Three more weeks, with the disagreement still open
The gap between the old and new dates is 21 days. This is the new development since our earlier report on the crawling terms: businesses have a later implementation date, rather than a newly announced settlement over how website content may be used.
WAN-IFRA recorded the postponement in an October 23 addendum to its public letter. The publishers' association welcomed the pause but said its concerns remained. It wants explicit protections covering access controls, crawler instructions and the use of journalism in AI systems. Those are the association's demands, not concessions Meta has announced.
A crawler instruction is a separate technical mechanism
The Robots Exclusion Protocol standard describes rules that crawlers are asked to honour and explicitly separates them from access authorisation. A robots.txt preference, a website's access controls and a platform's commercial contract therefore address different parts of the problem. Confirmation that one remains available does not establish that the others have changed.
Meta's recent access-verification change similarly required separating two processes that can sound interchangeable. Here, the distinction is between a later effective date and revised permissions. Meta's legal preview required sign-in during our check, so we could not independently compare its current wording across locales. The date in this report rests on the company statement carried by Reuters and WAN-IFRA's dated update.
